Conclusions:

»VALUATION & DEVELOPMENT

• The declining agricultural assessed value and overall assessment percentage places a major burden on all other classes of property to provide an adequate tax base to provide tax funds for necessary local government services.

• It appears to be essential for Vienna and/or most other rural towns to develop, at least some, other tax base classes of property and improvements to compensate for the changing agricultural taxing system and values.

• Well planned and located, condensed, and compatible commercial and residential development is now and will continue to be a needed and necessary element for the preservation of prime agricultural lands.

• Vienna's last 30 years of growth planning and experience suggest that concentrated and well planned non-agricultural growth and development can be beneficial to, and accomplished without major conflicts, to existing agricultural operations.
