Conclusions: »VALUATION & DEVELOPMENT The declining agricultural assessed value and overall assessment percentage places a major burden on all other classes of property to provide an adequate tax base to provide tax funds for necessary local government services. It appears to be essential for Vienna and/or most other rural towns to develop, at least some, other tax base classes of property and improvements to compensate for the changing agricultural taxing system and values. Well planned and located, condensed, and compatible commercial and residential development is now and will continue to be a needed and necessary element for the preservation of prime agricultural lands. Vienna's last 30 years of growth planning and experience suggest that concentrated and well planned non-agricultural growth and development can be beneficial to, and accomplished without major conflicts, to existing agricultural operations. |
